OK... well that's an hour of my life I'll never get back. But some lessons will be learned from this waste of time, I'm sure.

SoE_Peter - you're henceforth banned for meta-gaming under Rule 4C. You've hanged yourself with your own flippin' evidence, and this has to go down in the annals of AltisLife.Co.UK for our forthcoming "most stupid criminals" clip show.
I'm minded to give Sandy a mild 'verbal warning' for a rather quick reaction (possibly over-reaction) to your turning around with rifle in hand, when he told you to stop and drop in the first video - however, it is clear from the 8min video (why did you loop it to 16 btw? Just to waste my life?) that you and he have been fighting a running stalking battle for a considerable amount of time, and RP is quite firmly set up - even after the server-crash (no NLR - game continues on). I see that you (SoE_Peter) gave Sandy a bit longer when you called him to stop from the guard-tower, but that may just have been because you didn't have the shot or the range was too sketchy - and Sandy chose to run. Lucky bleeder, I'd say.
Sandy was also very lucky again when the server crashed just as you were entering the building and he therefore didn't die when you shot at him - but it's also fair to say that it would've been 50-50 that he might've shot you when you crossed the threshold of the doorway, if the server hadn't died. Shit happens.
But the point is, RP was most definitely established and a conflict situation was very much on. Sandy got lucky, or was simply better than you, so the case against him for 'fail RP' is simply not supported.
However, your own video testimony, SoE_Peter, makes it perfectly obvious that you're cheating, and using the tilde-key to positively identify Sandy. "I've found Sandy" you say on TS, as you've pinpointed him using a technique which is banned, and for which you have apparently already been verbally warned by another admin (according to my sources).
I have no problem with your engaging his car in the way you did, or your stalking of him, calling in your mates in the chopper (if you had identified him without cheating, of course), or any of that; all good RP, really. Certainly the server-crash will have disjointed things a bit and may have put you off-guard, and perhaps Sandy had the drop on you, and may even have been a bit quick on the draw... but frankly, I would've put all of that down to bad luck, bad marksmanship, bad response to a hands-up warning (it really would've been best to run, or drop and hands-up, but you gimped about looking around with a weapon in your hands... what did you expect to happen?)
But all of that is a sideshow. You obviously got butthurt, so thought you'd report Sandy... and in the process, you nailed yourself as a cheater. So, with great pleasure, please accept this ban which I have the honour of presenting you, along with a small brass plaque that says "Oops! I did it again".
