The capitol have never and will never harm any civillians of altis only those who work with this so called corrupt goverment.

Essentially this denotes that anyone detained for the purposes of questioning in regards to allegations of terrorist activity may be detained in custody for a period of 28 days without charge provided the officers have sought permission from a crown prosecutor or an officer of the rank of Superintendent or above. This may only be exercised if you intend on questioning the detainee (RP) or gathering further evidence about his/her involvement with terrorist organisations (Awaiting reports of another officer)

This act reduces the amount of time you can detain any person in connection with terrorism to a period of 14 days without charge. Again this extension must be sought from a crown prosecutor or an officer of the rank of Superintendent or above. And again only if you wish to pursue avenues of inquiry about the detainees relation to terrorism.
