Given the nature of the city at the moment, what you've suggested is already in place to an extent. The deliveries to stores and car dealerships around the city is a viable option for deliveries, although it doesn't pay as much.
The way the trucking depot is laid out is the main issue, as once a single bay is blocked it begins to snowball. Bay 1 and 2 are the only real bays you can use to safely and efficiently attach cargo to your truck without crashing into other people or performing a 17,000 point turn. Chucky had a very efficient system put in place that practically forced trucks to form a queue and allowed trucks with cargo to come and go without causing issues to others doing the same. Rather than placing another depot in, I think reworking the existing depot would be an easier feat as it would be map changes rather than coding more locations for deliveries. Also, the issue already exists that people aren't really RPing situations whilst trucking, it becomes simply an autopilot job for people to carry out. If you're ever active between the 8pm and 8am restart, the number of blown up or abandonded containers and trucks is outright annoying to see as not only is it taxing on peoples systems, it just doesn't make sense.
Rather than pushing for more of the same, why don't we add legal jobs that are RP based. For instance, other servers have working fast food places that require you to actually cook the food rather than just purchasing it from an empty restuarant with no interaction.
