First of all, thanks for the offers and replies! Secondly, coming on the TeamSpeak server, I can't search by username so I don't know where you are. And finally, is there a room for newbies like me to begin rping with another user?

You can press CTRL: + F and then that will let you search by username. There are public channels at the top such as the "Belfast room" etc that are open to any players to socialise in!
