What's the best to go with?

Need to get a new fan or water cooler. Which is better for the money too. Don't want to spend a lot on something which does the same quality job as a fan if you know what I mean.
Any suggestions would be great.

Will do a great job unless you're doing some crazy CPU overclock, then go for a Corsair watercooler. Been using these coolers since the i5 2500k released, had that up to 4.7GHz with no problems.
