Vehicles with No Plates

So as you all know there are certain Bikes or Vehicles that can be modified to remove their Reg Plates and in doing so you shouldn't be able to be hit by traffic cameras or an ANPR right?
Wrong ! 

It makes no sense there's no plate on the vehicle how the heck are you even getting the reg of the Vehicle it shouldn't be possible yet time and time again you acquire more speeding tickets and warrants out for your name because the Police have somehow pulled out your reg plate from thin air? 

My suggestion is pretty basic and obvious if a Vehicle does not have a visible REG PLATE they should not be getting hit by Speed Cameras or Police being able to ANPR the Vehicle as there's literally no plate, I mean if we're trying to RP here then lets not magically identify vehicles and who they belong to especially if they're not on the vehicle.

Pros : More RP for cops to stop vehicles with no plates, More realistic giving Crims a way to get away from tickets or police, REALISM
Cons : Dev time 

 
this could be problematic unfortunatlly, i have a few motorbikes that dont have a plate as stock, so i would keep getting pulled over for having no plate even though i cant help it

same with some cars i changed the bumpers to one i like but it removed that plate, but i dont want to be pulled over all the time just because i made my car look nicer

 
-1 would affect the balance unless you gave cops a way to counter or criminals were more like criminals than militia groups. 

If you talk about realism then cops should be able to:

- Forensically analyse the car to see fibres from anyone that's been inside

- Check the serial number of parts from the vehicle to then see who owns it

- Have additional pnc functions to be able to locate the vehicle

(But none of that is added because theres already some sort of balance with number plates)
