Description of what happened:
Phil was running around in kavala,
i was giving someone medical assistance.
Phil came to us and asked for a ride he then walked to the civ hes car and try to get in. he could so he tried it on myne.

Police came by and we told hem what was going on.
they RP some more, i left that seen becouse of a (RP) dog was having some issue's.

Some how Phil got he's hands on a car and was driving pretty hard on kavala squere. and befor we could even say anyting about it he turn hes stear around and VDM't 2 to 5 people including admin Minxx
at the end of the street he turnt around and did it again.
hes 3e attempt got blocked by a wall he hit.
after that he got kicked from the server by admin.
When he got back on the server he has tried to steal cars until a police had inaf of it and sented hem to jail.
Admin kicked.. why report:
He VDM't 2 times,
Hit 2 to 5 people in that VDM.
Trying to steal a NHS car.
trying to steal more after being told to stop.
What Rule Was Broken ?: VDM/ ( attempting ) Stealing car for vdm
Have you tried to resolve with the player before posting?:
tried someting but was no communication from hes side.
