Unable to pull cuffed people from cars

We are unable to remove cuffed people from cars, its a bit less of a struggle at Police Stations due to being able to return the vehicle but at the prison, we need to carry them out the car and when we do this, they are unable to be escorted. So we need to uncuff them and cuff them again and they usually try to run away.
