8.1.3, shooting unarmed negotiator

In your own words, please type why you think you were banned.
Poseidon were robbing the HM treasury and I was tasked with negotiating. The negotiator initially kept a rook on him, but after being asked a few times put it in his car. We warned him he was being kidnapped, at which point he got into his car. I told him he would be ripped out if he continued driving. He did, and I shot him through the car. Around 5 seconds later I was ziptied and teleported by Aiden, and about 30 seconds after that I was banned.
Why should we unban you ?
I did not intentionally break the rule around killing unarmed negotiators as I believed that once he had stopped negotiating, he was no longer an unarmed negotiator. He had a gun in his car and knowing the threat I had made previously, I did not want him to leave and come back 30 seconds later shooting at us. I gave him a chance to stop the car and he decided to keep driving. I can see now how this may be construed as a breach of 8.1.3, but I had absolutely no intention of breaking the rules or ruining the situation for anyone, as the 8.1.3 rule is not very clear on when an officer ceases to be an unarmed negotiator; e.g. when they pick up a gun or when negotiations are over. As negotiations were clearly over in this situation, I didn't believe the officer was still protected by this rule.
