Treasury robbery

In the event of the treasury being robbed and the negotiator and robbers cant come to an agreement, from that point on is it shoot on site for both groups?

Its shoot on site once the blasting charge has been planted. But normally when negotiations go south thats when the rebel group plant the charge.

There SHOULD be roleplay from both sides as/before/just after the charge has been planted* (* if there was no prior negotiations before planting then make the effort to Atleast say go away to the negotiation and vice Versa)

blasting charge= no more negotiations and you will be killed/arrested
