UPDATE: you actually can impound the car, however you have to get out and stand next to it. SO the only issues is that the missions doesnt update when you start towing. It only updates if you put it on a flatbed and not when using the towtruck.
When performing the Mechanic NPC missions with the Tow Truck, once you get to the car you are supposed to tow and start towing it:
The mission does not update. The gps marker will still show the original location of the car even though you are already towing it. Once you get to the impound lot you cannot impound the car either.
