Technically illegal as the HM Treasury shipwrecks are illegal, but honestly I don't think many cops would bother arresting you for them.

The Bars themselves are 100% legal, as you can acquire them from standard wrecks, but, taking them from the HM ship wrecks is illegal as the ships are the property of the HM Treasury.

dont get caught taking them from the HM wreck and you are golden.
