As bad as it sounds, most, and I do emphasize "most", bounty hunters meta game.

I'm not sure how you'd conduct these "contracts" without meta gaming? 

Contact wants Player A killed,they contact him with a description of the person(last known outfit,facial features & a last known location ) and he hunts them down by asking around,havning informants etc.. all this really does is make him have to work harder to find his target.

I used to Rp as a bounty Hunter,I had a network of Hobo informants who i paid to go around asking for someone by name until they responded and identified themselves,then they would call me & i would go after them.its pretty easy to do it without metagaming.
