Taxi refund doesn't give enough money

When you hire a taxi, it tells you you can get up to 80% of the price back depending on the condition it's returned in. However even a taxi that has been fully repaired only seems to give you about 280 pounds back.

To replicate:

- Hire a taxi

- Immediately return it

To add to this, the vehicle rental system within the server also suffers the same issue, it appears to not base it on condition
