Short version - Taxi rank (locations at airport/railway station/legion square/other places around the city) would give you an INSTANT job for NPC just by arriving at the spot. You would need to be on duty of course and in your taxi but as a taxi driver you would have instant access to npc jobs in the city which would give us more taxi drivers. Could possibly use the current white spaces used by parking garages to signify where the taxi rank actually is. Then the driver can drive on to it and wait for his/her fare.
If anyone has done taxi driving in the city you will understand why this is a good thing to have something like this, if you havent then i encourage you to try it as it can provide you with lots of RP experiences and some decent cash to boot.
