By the word 'Cardoso' In the image, im guessing Cardoso(Vincent) Will be leading it. That's all i have at the moment.

I've a feeling it's something like a PMC.

Because Killerabbit doesn't want the police to become like a military (as far as i heard).

And Vincent will obviously be the leader.

It doesn't really matter. If it's friendly let it rain cocaine. If it's hostile shoot it and if it screams shoot it again. It is the same for every situation.
