Hey guys Im intersted in what Cpu and mother board I should get there is no budget maybe around 300? 

Something to run this sever in kavala 30fps stable on Medium or high settings

I need a new mother board if I want a intel cpu and what would i get? and should i get 8x gb Ram?

 
an i5-4960k + compatible mobo would fit that budget and let you run it on high, provided you have a somewhat reasonable GPU, though the game is more CPU intensive.

8GB of ram is fine. Have a look at the other threads here, a lot of builds are around the 4690k i5, the 4790k i7, and some newer builds with the 6600k and 6700k skylake CPUs.

I have Geforce 750 Ti 2GB 

 
To keep frames up in towns I would recommend a SSD & 16GB of ram with your page file disabled. (loading textures from slow drives introduces frame drops especially in towns)

page file can be disabled on 8GB only but isn't ideal, and you could find yourself running out of memory.

Would also recommend Intel for Arma3 go with what @Zeitorecommended.

yes it will do and should be fine, But.......... 16GB is obviously preferable due to running out of memory. E.g. you have a million tabs open in firefox Arma3 open streaming TS etc etc etc, you could find yourself running out of memory. would rather make you aware of that before you make a decision.

Okay I would have Obs recording teamspeak and arma 3 Would that be enough for 8gb When i play i turn everything off background programs ect

 
tell you what, find out. :D if it isn't turn your page file back on until you can get 16
