To save you the trouble of doing this any more than you have to, I can tell you that you'll start taking damage at 20m above the sea.

Personally I wouldn't go free fall plunge into the sea from higher then 30m

Open the parachute at 200m of height, if not it buggs out as shown in the video.

I don't think its a bug, I think it was intentional from BI... but not exactly as planned.
