From what i see by your video there was no bounty hunters with the suspect and the police had turned up and can be seeing moving him.
Regardless of who tazed him the bounty hunter needs to be grabbing the tazed/restrained asap... if the cops turn up and no one is with them of course there going to take them off the streets.
If the cops turn up and your with the suspect in your care then you may ask for help to take the suspect in.
