When you are on VIP Island you cannot shoot there nor can you shoot from there, This also means people cannot from the main land over to the island.
What people were doing was when they was wanted and being chased by the police they was rushing over to VIP island, thats what i mean by its no safe haven, if your wanted then the police will enter the island.
No doubt if the person on the main island shot your friend then your friend would be on here reporting.
VIP Island is a greenzone, no shooting on the inside, no shooting from the inside to the outside and no shooting from the outside to the inside.

From what Is said there, I'd say that people running into a greenzone (or VIP area in this case) can't instantly turn around, blow a raspberry and sing "you can't catch me, nuh nuh-n-nuh-nur"
I'd act with caution in these circumstances.... if it starts outside the area, and the person retreats into it (knowingly or unknowingly)
try roleplay.. the fact they've retreated shows you have an advantage, tell them to throw their weapon down and come out unarmed....
This opens up a whole new element of roleplaying with them....
what will you do?
- rob them, take their stuff and send them on their way?
- kidnap them?
- kidnap them and leave them in the desert?
- kidnap them, leave them restrained by a HQ and send in a police message?
Guns are the easy way out, its the cheap way out.. people are now not wanting to talk, and just shoot first, and maybe a question later, they play their game in pounds-per-minute instead of being a character in the novel that is Altis Life.... (this also applys to police too).
There's always another option.
If they head into the greenzone, and continue to shoot out, I'd say it's safe to shoot back, but why not be a (wo)man, and value the lives of others.
