Rod License

Due to fishing being op compared to other jobs, i reckon a rod licence should be added at the bait shop which lasts 1hr etc and is optional, but if not bought the fisherman could be subject to arrest.

This would help balance fishing a little bit by putting some risk in as then marine police may actually use their boats.

sharks are already illegal but we have no way of knowing if someone catches and keeps a shark pretty sure I dunno I never done fishing but that is risk for shark fishers

So are turtles but having a licence makes police have a reason to check

I mean when you catch a shark an actual shark comes out the water and lands on the boat so if your watching you can tell, turtles you can't though! Just means keeping an eye on the shark hunters for long enough
