If me and my friends kidnap someone are we aloud to take them to an ATM and make them get a set amount of money to give us? Or can we only steal caash already on the person?

You can not force them to get money out of the ATM and give it to you, only the cash they have on them you can take, you can also negotiate with police/ his friends. in order to get the money you think. but they dont need to go with youre demands.

You can ATTEMPT to force someone to withdraw money but if they decide to give you nothing/a small amount that's up to them. You are only going to get what they 'can afford in roleplay' and you won't know if they have money unless they've said in roleplay "Hah you peasants I have MILLIONS UPON MILLIONS STASHED AWAY IN MYYYYYY BANK ACCOUNT MWAHAHAHAHA!"

thank you :) so basically, i can ask to rob them but if they say no i have to awkwardly leave lol. Another thing, may i threaten them for the first time asking if i do not persist on asking.

It is better to give multiple chances for someone to surrender or drop items. Asking them once is usually not good enough. Be clear that you will hurt/kill them if they do not comply with your demands.

 
Be smart. A lot or robbers will wait for victims in areas they know there's a high chance they'll be carrying money.

Example. Vehicle shops and gun stores. Guy goes to cash machine, then heads to gun store. Rob him before he has a chance to spend that money.

People wandering around randomly generally won't carry much cash to limit losses when they do get robbed.
