Respray Vehicle

I've tried to respray my vehicles but I couldn't find how to do it, people told me to press windows key or mouse scroll but nothing works, could someone please explain to me how you respray your vehicle?

Drive to the respray store (you need to be under the map marker) then while in the car press the windows key.

drive to the appropriate vicinity>sit in drivers seat with cash (i think like 3k?)>windows key>select paintjob>purchase> fresh rims

Oh, I didn't know you had to still be in the car while pressing Windows key, thank you guys!
