So me and my PCSO we're on an early morning patrol going around Altis. We went to the weed field and found an offroad truck which crashed into us. As I exited my vehicle I glanced in the back of his truck. As he was in the area of a known weed field we started to speak to him and I was going to tell him he was going to be searched however before I could even do so he pulled a pistol out and killed me and my PCSO without saying a word. (Excuse my language in the clip provided, that was the 2nd time I'd been RDM'd in 20 minutes). I then via my mobile once I had re-spawned messaged him saying "//Could you please come to Police Liason 1 in the teamspeak" to which there was no reply and I saw about 5 minutes later he just logged off.

@Frometic do you have video evidence of further back?

This is to get context and make sure that there was no prior RP.

Unfortunately, This was like 4 days ago now and I don't keep footage on my PC that long as it takes up space.

I get the rule however you can clearly tell from the video that, that is the first engagement we had with him as we had just got out of our car and he was stationary in his as we'd crashed. 

I believe that this was a new player who didn't know the rules and most likely knows nothing of the forums however I'd love it if he had video evidence himself to put forward but I dont think that's going to happen unfortunately.

While as James stated we do normally request longer videos for these types of reports but for this case it's easy to see User decided to not engage in any form of roleplay before shooting two officers who posed absolutely no threat to him and were trying to roleplay with him.
