What best describes this incident ?: Leaving to evade custody

Please (in detail) describe the incident: Tyrone Bombo was arrested and taken to MRPD at 00:30 and was ready to be transported to Bolingbrook Prison at around 1AM. Tyrone persistently kept leaving the game and rejoining to try and evade custody and to get out of being in handcuffs. At roughly 1:20AM, he successfully used this tactic to completely evade myself. I have issued a warrant in-game for him but it seems he may just do this for everyone.

I am sorry that this has happened to you, but since there is no proof we sadly can't do much with that. 
I hope you can understand from our point of view; 

At least one form of physical proof (i.e a video or screenshot) so we can make the best judgement possible.
3-5 minutes of footage before the initial rule break occurs. The only exception to this is blatant rulebreaks.
Session ID of player's being reported. 

I hope this clears it up, I THANK YOU for taking your time to even raise this potential issue to us, I know making reports is time consuming.
