Please (in detail) describe the incident

Were on patrol when we were at the black market talking to some people a few houses away from the black market itself and since we went there in a heli I went back to check so that noone stole it. I spoke to some other people who had arrived and by the time I am speaking to one of them a guy just told me "hands up, hands up, hands up" and then shot me.

Well, to be fear he didnt initiate correctly by not directly threatening your life. He did just say hands up. But at the same time, when someone pulls a gun on you and says hands up, you dont pull out your own gun. i think that is just poor rp to be honest, not really evaluating your life there. 
 

But thats just my opinion. Interesting case

Well I was just having a good time with some other people when someone just pulls a gun on me, my first though is not to just let him rob/take me hostage. In a situation like this I need to be able to defend myself. And since I had other police officers in the near area I knew that I had support if it was needed so I would not say that I do not value my life.

Not threatening my life? He is standing right infront of me pointing a firearm and telling me to put my hands up. How that is not a threat to my life then I am not sure.

Yes and that is pretty much the problem since he just said "hands upp" and then as soon as I unholstered my gun he just shot me straight away. For me to be allowed to shoot him is for me to initiate back and as far as I am aware I did not say anything to him and I did not point my gun nor show a threat to him in the way of voice or the way of pointing a gun at him. I even turned away to make sure that it was not shown as a threat. Yes I could have said that I am going to take my gun out for my own safety but even though I didn't it does not give him the right to just straight up shoot me.

Haven't really got much to add to this, "hands up hands up" is not regarded as high quality roleplay as clearly stated in rule 7.1.3.

Action Taken against [TPK]SANTA CLAWS for (7.1.3) Killing someone must be carried out with high quality roleplay, “put your hands up or I will shoot” etc is considered low quality RP and may lead to a ban for RDM/Fail RP. Executing another player must also be carried out with high quality roleplay, the only exception to this rule is if both you and the victim are engaged in a gunfight together.
