Me and my friend are going to rob a hemmt i try to to stop him but he didnt listen so we shot his tires then he vdm us and execute us. and i tried to get him on teamspeak but he didnt comply

@WesleyB When you initiate on someone or something make sure you give them enough time to comply in the video you barely gave him 3 seconds, is that understood?

@F A D E i understood..    i know but i said it 2 times and he drive of thats the reason i shoot his tires.

but the thing is there is no reason to vdm us.

and yeah i did something and he did something wrong and thats the reason i wanna talk to him on teamspeak about my fault and his fault

As Fade has pointed out, your initiation was exceptionally rushed and poor.  You had a perfectly good vehicle there in order to pursue and enjoy a good chase. In his slow moving truck, he had no chance to escape yet you still went straight for the trigger giving him little time to comply.  

After getting the views of other staff members, the consensus was that it would warrant a ban however, I feel that since we're talking about a matter of seconds and I can see from your record you've had a clean sheet for a long time, I am going to put this down to an honest mistake on your behalf and issue you with a warning instead so you have a chance to do better next time.

In future, give the person you're initiation on enough time to comply, and go for the chase option if you have the ability to do so. It makes things more fun for those being chased, and those chasing.

Regarding the VDM.  It's clear that silv3rstyles intentionally turned into you with malicious intent causing the collision and resulting deaths.

(2.1) Vehicle Deathmatch (also known as VDM) - Using any vehicle as a weapon (e.g running people over, causing explosions including while sling loading, ramming, etc), will result in you receiving a ban. Three vehicles are excluded from this, MRAPS (Ifrits, Hunters and Striders) can ram other MRAPS in order to disable them, yet not to kill the passengers. This is allowed as these vehicles are the only vehicles ingame that can withstand being rammed. Please note that you need to initiate roleplay before attempting to ram an MRAP. (Please note - MRAPS don't need to be initiated on in the redzone) This is to prevent random ramming on site. (Three minutes of chasing also constitutes initiation of MRAP and MRAP ramming).
