What best describes this incident ?: RDM - No RP before shooting

Please (in detail) describe the incident: Basically the Police had ANPR hits from a car near Hustlers and the owner had an active warrant. Police arrived, saw the car and stopped it - Adam asked him to step out and while someone was cuffing the person with the warrant out all Police were stop from their cars by vehicles in the area. On the way there we did check the PNC and find out the warrant was for Luke Shinoda, and while we were already mid-situation we did ANPR another car and find out it was a Triad however - all Triad vehicles there were out of colours and there was absolutely no interaction at all with any of those players, the only person we had (a short) interaction with was Luke Shinoda, no other Triads at the scene had any interaction with us at all but decided to shoot every Police officer there.

We did go to TS to discuss this but the Triads have claimed that mid-situation someone on their radio stated that Police were apparently aiming a gun (or taser, unsure) at Luke - however as you can see in the video & as Triads have already admitted in TS, this didn't happen. As can be seen in the footage provided, Adam (the cop in the M5) was calm and speaking with Luke, there was no good RP reason to shoot every cop at the scene. As it stands, Ju -Long stated in TS that they think there was a radio miscommunication, however even at this I still believe this is a clear cut case of RDM as there was no roleplay provided at all by anyone that shot all of the Police. I will add, although Triads have stated this to be a radio miscommunication, staff (Lloyd) had stated in TS he was spectating Ju -Long and heard him saying that as soon as we placed cuffs on Luke they were going to shoot us therefore I don't believe there was any miscommunication, I believe they were ready to start shooting Police from the very start of the situation. You can also see them all positioning their cars around us ready to shoot before Luke even stepped out the car so I believe it was pre-meditated and they were ready to shoot us no matter what happened. In the end, Nomad made the call to end the TS situation because it was going in circles.

At the end of the day, while there was a situation going on between the Police and Luke, there was no visible Triads (in colours) so until mid-situation we had no idea how many Triads were there + there was no roleplay at all from any of the shooters + there was no aggression at all from Police to suggest we were going to shoot Luke in any way. Whether there was a radio communication or not, shooting us still wouldn't have been a way of roleplaying the situation at all. I believe this is plain RDM.

@richarddiasYou are one of the people within the White Jester from what I can work out that shot first Along with @Cammy Santos Do either of you have evidence from your side of this situation? 

 
I was Id 21 in the van. When we went into the team speak call and was going back and fourth in circles I recall one of the officers saying that they heard Ju-Long say in game that if they was to cuff like that they was going to get shot. Can I ask which ever officer it was to explain why this wasn’t announced over your radio as in my eyes an officer had heard it but didn’t mention it in gameWhich in opinion when the officer heard it that would of been the initiating part of the shooting.

That would be me.

I was speaking from a staff perspective, I was spectating this unfold from start to finish. I was not on my cop character or on duty for that matter.

I do not have any evidence or clips from my point of view, I do apologise.​

There was a lot of communication and miscommunication on radio and that is one of the reasons I shot.​

We did believe that our gang member was in danger as he was boxed in by Police but yes there should have been a lot more roleplay and it could have been way better and I would like to apologise for any inconvenience and poor roleplay.​

I do understand the consequences of interactions like this and I will make sure to take this into account for next time.​

There's 4 different video points of view up top and I don't think it can be heard in any of them. I know I didn't hear it personally

 
no worries just though id check as I remembered someone said it but didn't know if anyone else heard it.

 
@StuartApologies as I don’t have evidence either because my NVIDIA only saved the last 8 mins but it was well after the situation.

Thank you for taking the time to make the report @Chris McCainand apologies for the delay in the response to this report.

So, We've spent time in reviewing all evidence provided and gathered more information overall and addressed other staff for opinions before deciding the outcome of this report. To run into this, From the start it's clear the police we're doing a traffic stop for a warrant due to the ANPR hits and indeed the driver was cuffed, He was fully compliant and upon the roleplay happening with the police and Luke, The police then shot from the other triads around the area. Now we can see there was no roleplay between anyone apart from the officers and Luke and nothing here was threatening in any manner as he was compliant, No threats or anything was made, Nor any roleplay to warrant the shooting to begin with. This does indeed fall under RDM and we have managed to work out who shot first in this situation from all POV's provided. 

Now from looking into this further it's also clear that there was an order given by Ju-Long to start shooting if the driver 'Luke' was placed in cuffs. Now we do have a rule in relation to Gang leads and it would be the following - 

[SIZE=medium](G1.7) Community leaders - Players who are business owners, organisation leaders or high ranking police officers/NHS personnel. These players should be a leading source of quality story lines and consistently strong roleplayers. Thus will be held to a higher standard under our rules and guidelines. If you wish to become a community leader, you should consistently create roleplay scenarios of a high standard for yourself and others.[/SIZE]

From being a lead of a faction overall these people are held to a higher standard of the rules as mentioned above. Now in this case Cammy the person who shot first was told to do so by Ju-Long and from what is shown knowing there was no roleplay that happened prior to the police and just wanted to make sure their member wasn't placed in cuffs even though Luke in this case was fully compliant. 

There are many things that could of happened here, Other triads that we're about could of roleplayed with the officers to get Luke back instead of just shooting overall. We do expect better and hope moving forward we do see more roleplay happening in all situations. With that being said there will be two punishments handed out in this report, One being for RDM and the other being on Ju-Long under the Community leaders rule due to how this all happened to begin with and was ordered by him.
