I approached Moonum in Kavala square as we had been requested to attend by a medic. He was sitting in the emergency area and refusing to leave.
After extensive conversation, he stepped onto the street side of the gate and sat down, the gate was closed behind him. He 'stepped' back through the closed gate. This was repeated numerous times despite in rp requests not to do so.

As the paramedic in this video I'd also like to add that both "moonum" and "mint" use a very offensive word that is very discriminating. This can be heard at the 3:40 mark in the video.

You are likely to get various different opinions on whether the individual vaulting the gate is "exploiting", In my eyes I don't particularly see this as exploiting, as it is a 3-foot fence, and him getting in there isn't going to effect roleplay that much (point of the fence, is to deter people from trying to nick the vehicles), This is debatable so I likely won't act for exploiting.

However, the point that @Dr Frankie commented on, definitely sealed the deal on this.
