So I will give a bit of backstory even though it really isn’t very relevant for this report.
Hapi and one of his friends were trying to rob me by ramming my van until it broke and screaming out of their cars. I first warned them to stop as their intent was clear and the ramming of my van was getting quite serious. When they did not stop I retaliated by opening fire. It turned into a standoff where they were hiding behind things and I was stuck in my broken car. After a while, Hapi's friend decided to leave but Hapi stayed around until I after probably around 5-10 minutes of playing hide and seek with him was able to take him out and incapacitate him, in the video he is still stod up but that’s just GTA as he is in fact incapacitated. This is where the video starts. And all of this context is actually quite irrelevant as that situation is not what I'm reporting him for, it is his RP and behaviour after being shot I have an issue with.
So he instantly starts off by acting and speaking as if his character was completely fine even though he was just shot and incapacitated, something I would consider Low Quality/Fail RP. He is getting aggressive, laughing and generally acting out of character. Here are some quotes from him speaking:
“Man I never knew you were such a noob, but alright man” (0:55)
“It took him about 10-15 minutes to be able to kill me, he is so fucking bad” (1:28)
“I never knew people could be so bad with a UZI man like” (1:45)
This is all coming from a character who was just shot by multiple UZI rounds in the chest/head. So either he is providing Low Quality/Fail RP or, more likely, he is acting out of character and not taking the state of his roleplay character into consideration when speaking.
“This is one funny clip” (1:55) followed by “I’ll show [you] the clip later dude” (2:05)
So if the previous stuff he said was not OOC and breaking character but simply poor quality RP this is most certainly is. He is clearly referring to sending a clip of the situation to his friend afterwards.
In conclusion, I think Hapi’s RP throughout the whole situation was extremely poor. At no point did he actually act within what is expected from his character, after being shot and incapacitated. Most of it was to me borderline speaking OOC, both based on what he is saying but also the way he is saying it, therefor breaking “(G2.3) Roleplay Everything”. And if the others didn’t, the last two lines are to me clearly breaking G2.3.
I tried to resolve this through TeamSpeak but Hapi refused to talk to me and was generally aggressive so that’s why it came to this. Here are some of his responses:

The thing is that I don’t enjoy reporting people and feel like a dick for doing it, its a waste of everyone’s time: the person reporting, the person being reported and the staff that have to deal with it. But with the current quality of RP and the attitude of some people on the server there doesn’t seem to be a good solution and the best way I feel I can do something is to report when these things happen.
