Please (in detail) describe the incident: My friend was being taken to prison, so I decided I was going to come to his aid before he was transferred, he was at pillbox being escorted by an officer name I believe ELINA. When Elina got out of the elevator i pulled out a knife on her and said put your hands up to which she said responds on radio " woah, alright alright" in a scared and frightened tone. Given that this clearly alerted other officers that something was wrong and them coming to her aid which led to me being arrested and Gus serving a longer sentence in prison, I feel as though this was a breach of the server rule. Even though it was very a minute thing that occurred it ultimately changed the entire roleplay course for the worse, leaving me in a "crappy" situation. I believe that if a knife is being held to you, you should not reach and pull out your radio as it's not really valuing your life, I wasn't trying to kill Elina for this roleplay so her doing that just caught me off guard. I tried to ask her to come to liase but to no avail, I also tried to open a ticket to see if it was even worth making a report to which I was told that tickets aren't meant for that sort of thing leaving me no choice but to report.

You see from this. I was on the radio thus pushing the Push to talk button.

This is just irrelevant, your "push to talk" and your "use radio" are 2 separate things and 2 separate key binds, whilst having a knife pointed at you, you thought it was a good idea to go on a radio to other police and armed officers? This doesn't seem to me like you were valuing your life as doing this could, and should easily have got you stabbed, I was just completely thrown off by your lack of common sense.

from both our clips shown your radio was down, you took it open yourself to bring it back up. 

Also I did not see any attempt to reslove as i play with OOC off. All i saw was that OOC message that said "bit shitty talking with knife to you" or something like that. I have very bad memory retaining info.

No obviously not and please don't use rhetorical questions like I'm a child, my point is you alerted them on radio when you shouldn't have, that is what you're being reported for. This is clearly stated here: What best describes this incident? G2.3 (Value of life).

Are you trying to accuse me of something here? I was also in pillbox at the same time, staff can check the logs and see this. I know what my friend looks like plus I knew he was taken by police because we had just done "life invader" and I saw him being chased and then him not respond on radio. I also have evidence provided from my friend, Im the guy with green hair.

Plus, your response was weird, you're trying to explain to me how a radio works? and how you hold it? What's that got to do with anything? Now you're also accusing me of a rule break?!  It to me just seems you're trying to sway away from my original point and rule break claim.

No, you clearly were not in both clips you and I have sent. This screenshot proves that also, can you talk to me like an adult and not a child, no need to keep using these sarcastic rhetorical questions and typing in all capitals. Please learn some decorum.

You clearly do not understand what I'm saying and clearly aren't going to budge from your excuse, I'm going to respond no further unless a member of staff asks me to do so

. 

Actually furthermore, pressing your "panic button" in that situation when a knife is being held to you is completely and utterly disregarding your value of life. In a real-world scenario, you would have been stabbed the instant you pressed it and then spoke on radio, but I wanted to attempt to carry on the roleplay I had planned for. Your lack of judgment and misuse of your panic button ruined the entire situation and therefore I believe you have broken the NVL rule.

This is a blatant attempt at a revenge report.  Plus, I asked in OOC if I was allowed to engage in a roleplay situation after leaving pillbox to which multiple people responded that's okay to do so. Also, I did not start a "new life" as I was downed and not killed, I didn't respawn, therefore NLR does not apply, does it not?

This might be where I VERBALLY threatened you but as my knife was drawn to you, I had already initiated a nonverbal threat.

Good Evening! 

After reviewing evidence from both parties involved very carefully with another staff member, we came to the conclusion that this is not NVL.

Reason being, Elina was already seen on her radio talking whilst you approached her with a knife and made your demands, during which her hand would have been on the radio giving her enough time to press the panic button.
Her attempt to show you the panic was a fair chance for you to make an escape. Due to game mechanics, you cannot see the panic button being pressed whilst talking on the radio, so this was her attempt to show you that she had pressed it. After that, she complied and raised her hands allowing you to zip tie her so you could make your chosen escape. 
 

Steve Stacy moving onto yourself, I can see that you were in fact in the hospital at the same time as your friend, and this is how you knew that he was being transported from the Hospital, however, as you can see from Chilli’s body worn camera, it states the time is 22:05, exactly 10 minutes after you were revived in the hospital meaning you have broken rule G4.5.

• (G4.5) When you have been revived: Due to your injuries, you must not enter any combat situation until at least 15 minutes have passed, unless an aggressor forces you into combat, in which case you must still roleplay your injuries.
  

To add to that, you had stated you asked in OOC ‘is killing someone when just coming out of pillbox allowed?’  - To which you got responses telling you that this was not okay, and yet for lack of better judgment you decided to ignore these warnings and proceed to be an aggressor in a situation. 

Because of this, as well as the fact that you have lied on your report about what you had asked in OOC, and then ignored advice from fellow players stating you had to wait 15 minutes to enter a combat situation, the following will be enacted:
