On a regular Road Traffic Unit patrol we pulled over the driver of a HEMMT after checking the PNC, we finish up the RP and he takes off and we prepare to go away (Shadowplay didn’t record before the running towards our vehicle due to my settings)
As we run over to our vehicle a silver SUV driven by Callum Ashton drives over SPC Ronald Strauss and me. We get back up and head towards our vehicle to chase the man. A rebel who is trying to lockpick our vehicle gets kicked off and I jokingly say : “I told you electrifying the doorhandles would be a great idea.” And get in our vehicle to leave to then get hit by the same grey SUV from the back and begin to chase after the man who hit us. He takes off with speed and hits a NHS RIR vehicle which sends him into a spin and he hits the stone low wall and then hits another police SUV driven by SPC Roban. At this point I decide to shoot tires since he’s been mass VDM’ing and we’re lucky that nobody has died yet. I am aware of the police 3 minute rule and that there always has to be verbal initiation but in this situation I saw shooting tires imidiatly as my best option to prevent him from killing anyone through VDM.
After we arrest him we continue in RP and bring him to Kavala hospital for a check.

My excuses for the horrible recording glitch. Shadowplay messed up somewhere turning parts of the screen into a temperary black pixelated mess. I had a chat with Jefke in the staff rooms about this situation and he insured me that I handled correctly. Also spoke to DSGT Fergus and a few other SGT’s about the situation and what the police handbook states about the 3 minute rule.

I did not attempt to solve the situation because the person broke the VDM rule quite often and heavily, there is very low chance he's following any rules. Tried to find him on Teamspeak but couldn't find him. (He also broke RP a few times before the recording shadowplay made swearing at me and other officers without any reason in RP after crashing his car, I'll try and see if I have it anywhere else saved.)

So after reviewing all of the evidence I have come to the following conclusions. 

Now, Callum was in no doubt VDM'ing and in the beginning it did look intentional. But he did really do it continually and constantly. Now he clip you but nothing came of this, again though it didn't look intentional. But Callum need to be aware that was he did isn't acceptable. However, once you stopped him he did provided to decent RP from what I saw, if he broke RP then I can't comment on it. So, on this occasion Callum is going to be receiving a Warning for VDM, I don't want to see this again if it happens again then you are going to be banned.

Now, John what I saw in the video I wasn't too happy with either. Now, in your opinion he was clearly just a VDM'r, but it is not your responsibility to take the rules into your own hands and start shooting without initiating, as this is a breech of the RDM rule as I am sure that you are aware. If this is happening then you need to call and admin and let the admins deal with it, not you it's not your job. So, you are also going to be receiving a Warning for RDM. I do not want to see this again!

Based on those findings no bans are going to be issued but I don't want a repeat of this.
