Please (in detail) describe the incident

Me and my PCSO were responding to Athira bank robbery. Once we arrive there is hobo at the front of the bank and a lot of other people around telling me that the robber is in the second floor. I approach the hobo and after that I lower my weapon and proceed carefully taking a look to upstairs. Caleb said nothing, I was instantly shot. I was shocked about what happened and you might be able to see that in the video. After the incident I talked in liason with Caleb, TCK Lincoln and Stuart from staff. When conversation started In the beginning Caleb was talking more about Lincoln knocking him out and restraining him with zipties. Then when we actually started talking about the RDM, he agreed it was quite stupid move. Stuart explained him the rules about RDM. Caleb told us that the shooting was accident as he thought it is ok for cops and robbers start instantly shooting when these kind of a robberies are made because he was also playing on other server where that kinda actions are allowed. We explained him that it wasn't the case. In the end of the conversation I told Caleb multiple times that once I have talked to people and after I've showed my video to staff member I wanted to talk with him. I tried contacting Caleb in TS later, he said that he would be online and it was OK for him to talk about it with me later. I sent him message, he did not reply, waited for 10mins, sent again a message then waited for 30mins and no reply was ever made. (I am aware that my video does not show up the 3-5 mins before shooting, it starts at the moment I arrive on scene)
Reason this report was made is because I felt that situation never got resolved entirely.

POV: As Jack stated in his post the actions above occurred in relatively the same manner as described. I did indeed have a discussion with him and staff members regarding the definitions of the rules that were broken in said incident and where an error occurred in my thinking that led to such an infraction on my part. I was mistakenly blending the rules to that I had experienced on other servers and part of me was in a slight state of angst or panic over being caught in the bank after the robbery occurred. I was indeed on the second floor where my position was relayed to the cops by Lincoln as he ran up the stairs to discover such. Once he had called my position out and the officer approached the top floor I did indeed proceed to shoot at him in order to protect myself. I was then knocked out by Lincoln and cuffed.

I knew I was at fault after the incident occurred and the lengthy discussion with staff regarding the issue. I admit that I was at fault for RDM in this case and I would also like to apologize for my unfocused attention when brought into the liaison room. I was heated at the time in regards to my dealings with Lincoln, but that is not the purpose of this report so I will delay going into further detail in that regard. I would also like to apologize for our inability to communicate after. At the time you messaged me on TS I was currently sleeping as it was early in the morning  here for me since I live in the states. I forgot to disconnect my TS after getting off last night. I will be around for the better part of the night on TS if further discussion on that media is required, but I should also be prompt in responding to this as well.

If possible I would appreciate a notice on TS before admission of administrative action in the form of a ban as just a forewarning before attempting to access the server.
