What best describes this incident ?: Leaving the city when in an RP situation multiple times

Please (in detail) describe the incident: The man in question repeatedly left the city when in RP situations with myself and my friends and the police we dont have a name for the man just two IDs for him there was another incident with two other guys doing the same when in a car with me while downed but i never got an ID but they were part of the same group as they were seen rolling together trying to rob my friend in thte first clip im not sure if my audio isnt included but we had come across this man for the second time around pillbox and upon looking around i got his session head as he left the city previously in the same way and when i looked back he was gone

In the second clip we found the same guy downed at the tunnel under pillbox once again not answering us or ever speaking when we talk to him and a local car drove in between me and him and upon checking the man with the ID of 900 had left again when trying to engage with him.

In the third clip a seen my friends had managed to clip this with the same guy down clearly speaking to them insulting them with the ID of 888, they put him in a muscle car and upon driving out the highway mr 888 had left once again.

We stopped persueing this man as we knew he would keep doing the same but upon hanging around with two police officers one being Stuart Barker we came across this individual again on a bike beisde pillbox i informed Stuart and they proceeded to pull him over and upon knocking him off his bike he then left the city once again this time with the ID of 925

@Alex_FerrariDo you have any longer videos for us please? Main reason I'm asking in in clip 2 and 3 both don't show the players in question combat log, They are stopped short of showing if the player is actually still there. 

Within the first two videos it's hard to tell what is actually happening as no sound so we couldn't jump to assumptions into if they said they needed a nap, If they logged off intentionally ect.

Hi Stuart sorry for the late reply i unfortunately got a new mic and mixer and still setting up my audio settings and unfortunately i dont have sound for the two clips mentioned , i dont have any longer clips as medal only allows 2 minute uploads and i edited the clip down so i dont have original i understand these circumstances i think its just the reason i reported him was because he did it a few times to myself and my friends and we were annoyed but once stopped by the police he proceeded to do the same thing and i know he could have had issues with his head i have the same issues sometimes but i find the timing of that very non coincidental especially once the pd tried to speak to him. Once again apologies for the awkwardness for the clips i understand completely if nothing can be done about this!

Morning Alex, 

No problem and thank you for responding! I'll move forward with the report as is. So based on the videos and what I've said above, Two of the videos whilst in one yes does show someone logging out we have no idea on context as a whole, If yous knew this was happening to fix an issue ect as mentioned we cannot assume what happened within that situation. 

In all situations it's not clear what actually happened as there is no sound within two videos and the third where it was claimed someone logged out this doesn't show in the video that they did combat log, However with that being said in this situation 888 indeed didn't roleplay their injuries and I've dug though and can at least confirm 888 logged out in the vehicle around the same time mentioned on Los Santos Freeway, In relation to the clips with no sound I won't be moving forward with punishments as I cannot be sure exactly what happened due to us not being able to hear anything. 

The one thing I will however mention is in the third video ID 869 asked what their session id was in character to where the player who provided that clip (ID:889) then used sessionheads and said "Oh guess what number he is" then proceeded to tell him. In no ways are we to break character unless a uniformed admin informs players this can be done however unless this happens everything is to remain in character. ID 889 can count this as a verbal warning for himself within this situation. 

So this leave us with the conclusion that I'll post below;
