Please (in detail) describe the incident: So me and my friends were out robbing, we then saw this taxi driver driving past. We followed him towards the impound, then the car suddenly stopped moving next to the railway so we took the opportunity to surround him and as we pull up i take out my gun and tell him to put his hands up with a car in front pointing a gun aswell as a guy on a bike beside and another car boxing him in, we have 4 guns at his face telling him to put his hands up. He then says he will and to chill, so i assumed he was going to get out of the car. He suddenly decides to then radio hes getting robbed so i preside to shoot him as he didnt comply. In my opinion this is NVL as guns were pointed at him and he still radioed.
We took the guy TeamSpeak to try and explain to the guy our side and what he did wrong. He then decided to ask how long we have been in the city and saying he dosent care and he cant be arsed with it. After telling him to calm down and we are only trying to explain what he did wrong and teach him for the future that he couldnt do this, but he then proceeded to continue to say he dosent care and left the call without listening and getting annoyed.

Hello, I have reviewed the evidence and the person was quite clearly at a disadvantage there, he was told to put his hands up and he did not put his hands up but instead he spoke on radio and told his friends where he was.

There is not much to add up to this as it is quite clear so I will just move forward to the decision.
