What best describes this incident ?: Metagame

Please (in detail) describe the incident: 83/128/136 was flying in and out of the city to get out of a boot after failing to put up his hands for a robbery. I tried multiple times to dumb the first individual and then 67 appeared at Vespucci the second time I moved him and he just tried to stab me and was shot by Carlos.

Sadly without video footage of the situation I cannot say for certain if there was metagaming involved BUT it is clear that were was combat logging, for what purpose? We cannot be sure of.
