What best describes this incident ?: Skipping a drug deal animation, Poor RP with not speaking, Combat Logging

Please (in detail) describe the incident: At the beginning of the situation we can clearly see that ID 581 skips a drug deal on the approach to him. This may not have been an intentional action from his side of the situation as he could have thought he was being robbed as his voice-box may or may not have been broken. We requested tax in the first interaction with him and give him the benefit of the doubt to fix his mic. Progressing on from this after giving him many opportunities he starts to run away. I punch him twice and give him 2-3 more opportunities to speak after he stops running away. He then combat logs and does not return to the situation for about 5 minutes.

After he logs back on we give him even more chances to resolve the situation. He continues to evade and we kill him. After he was killed he combat logs again.

Upon looking at the videos, When the player put their hands up it could of been due to having two people around them overall and them thinking they we're going to be robbed? In relation to them not speaking, It could indeed of been due to their voice chat being bugged and them not knowing overall they might need to turn it off and back on, This I couldn't say 100% overall since they didn't do any /me saying they couldn't hear nor in the clips say anything in relation to this, However within the videos you do indeed see that the player did combat log. So based on this a ban will be given for combat logging.
