Since no one has responded with more evidence I'll go ahead and deal with this as is presented.
The clip basically speaks for itself and this is the second time this person has come down to Ballas turf boasting about taking the shops/money etc.
If you believe someone has broken a rule you should deal with this beyond that specific situation through a liaison or report instead of bringing it up as an argument / motivation in a completely unrelated report.
This holds no weight for us as we do not know what this person has done other than what we see and hear.
Could have issued warrants or taken any other avenue but instead you looked to bait out a violent response in order to cause further issues.
Is there other avenues available? Yes, sure. Does this mean Rio's approach was wrong here? No, I don't believe so.
In his capacity as police officer with backup from Mick Dundon he has gone up to your turf to enquire about the drug dealing situation following this you're playing a game of verbal "tug of war".
This eventually ends up escalating to the point where

It's roleplay at the end of the day, not everything should have to go through documentRP.
But at the end of the day, did he come down "and

This came forth from a verbal escalation between you.
It's not like he came up there and shouted he was going to take your assets because that is how it is being presented here.
The video's provided do not display enough context to define any sort of baiting. The situation is already ongoing at the video start and I don't see any other intent from him enquiring about the drugdealers before the situation gets more hostile. Since there has not been any further evidence submitted and going off the provided video I do not think there was any intent of baiting in this situation.
I feel this was easily solveable in a liaison, we're all adults here.
