Fortunately, I was able to pull the player you've reported. They're new and don't know about the report-a-player forum, so I asked him questions regarding this report verbally.
Without testimonials from the reported player, this situation looks clear-cut RVDM and likely metagaming. I won't bore you with the details, but the reported player stated they were distracted because they installed a new audio system with physical knobs and whilst driving, they were fiddling with them, trying to manipulate the system to work correctly; this is also the reason they never spoke throughout the situation with you as their VOIP wasn't working as intended. He also stated that the player you had arrested, was not his friend, and it was purely coincidental the overlap of situations.
I quizzed him regarding the VOIP and "He's not my friend, honest" stories and thoroughly checked for links and evidence that prove metagaming over the course of last night and today.
There were certainly suspicions of metagaming, but some key pieces of information don't connect up, and thus, I cannot definitively prove it happened. It may have been a coincidence; I cannot say for certain, unfortunately.
The explanation given by the player for RVDM was definitely strange, and I'm less inclined to believe it. He is driving straight on normally, then suddenly darts left, and then, during the sharp turn, turns right, striking you directly. The sharp turn could be explained, but then the sudden change in the other direction to strike you directly, to me, seems intentional. There is a range of movements and motions that I don't believe is done accidentally or whilst being distracted. Considering the player's new, maybe he saw an opportunity to do some trolling, cause a bit of chaos, or just wanted to be arrested for the fun of it; your guess is as good as mine.
