What best describes this incident: Player not using microphone and using OOC to communicate
Please (in detail) describe the incident: I arrived at the station to RP as a duty solicitor. I arrived to find someone who was using their microphone to make some little noises but not actually speak. They tried to use OOC/LOOC to communicate. They said that it was 1am in their timezone and I inferred that they didn't want to disturb others.

Hello @M
Thank you for taking time to submit this report.

However, I fail to see how a rule has been broken in this report.

He has attempted to communicate to you using the in game voice chat, and has informed you that it's late and they are unable to speak - as to not disturb others in their household.
I understand it may be frustrating trying to communicate to this player, and they could have perhaps used an emote with a notepad and /me's to communicate.

Understandably, given it is late for him, and unknowing the circumstances as to why he was arrested other than dangerous driving/ crashing into vehicles - He may have benefited more from logging off, or not getting into a scenario. However, as he informed you via OOC - He didn't intend to get into a scenario which led to his arrest. By no means is this a way out of his consequences, but he has at least attempted to let you know his situation.

I can see clearly here, he's more than capable of using Voice chat, and has a working microphone.
I would suggest however, that it falls down to Common sense - If you are unable to speak for whatever reason, I would advise logging off until you can.

I see no further action needing to be taken here.

DECLINED.
