Please (in detail) describe the incident: Just said hi to the bloke and said nice car essentially only to be met by pipes clanging earrape. I believe he is the same guy who was driving a big rig that rammed us earlier.

I want to start by asking if you encountered this player playing sounds like this at any other point than in the clip provided?

Hi @Lunar, this clips starts right after I joined the server.

while not the same ID, the same sounds which leads me to believe is the same guy, maybe you can check the logs?

The other guys at AE were also saying this guy and the other (id: 340, not on this report) were seeing combat logging and coming back after and after - maybe something you can check in the logs?

I even make a remark on OOC for him to stop the noises, at the time it was ID 333. maybe worth checking the timestamp on my OOC message

After watching my video again, I noticed the ID 333 here again using his pipe sounds and trying to run us over: https://youtu.be/wXT9JI7Eeyk

The guy playing pipe sounds was also linked with another scene where him and someone else rammed into me and others and for another 2 hours they would keep coming back and ramming us. One of them I am aware has been banned so I am unsure which one wasn't.

After reviewing the evidence, it is clear that the player was trolling and not using any common sense.

The player was only here in order to disrupt roleplay and cause a commotion.

In this case the player has already received a punishment that has led to them being permanently banned. However, I will add the clips provided and rules broken to the player current ban.
