What best describes this incident ?: Exploiting

Please (in detail) describe the incident: Myself and others were committing various crimes throughout the city, this resulted in us getting caught by police near Pillbox.

On multiple occasions throughout the arrest, ID 332 cuffed my whilst moving and dragged myself and others through physical walls and objects. I believe this fully constitutes exploiting. I have attached clips below. The clips have been compiled into 1 video for ease of access, each clips purpose will be listed below:

Clip 1 - "Combat cuffing".
Clip 2 - "Combat Cuffing".
Clip 3 - Dragging my character through cell bars.
Clip 4 - Dragging another player through cell bars.

I'm unsure as to whether clips 3 and 4 are a result of desync, however I fundamentally believe clips 1 and 2 are exploiting, I would appreciate an alternative POV to confirm this statement.

I do apologies for the clips lacking audio, however I believe that the rule break is clear despite this shortcoming.

I will not be responding to comments that do not meaningfully progress the report, and I appreciate the staff member(s) that take the report up. Thanks.

Desync was at play in this situation, and I can appreciate your frustration. The pause between the server registering the cuff while you were down and the other causes you believed to be exploited can be seen in the perspective video that I've given.. Could we meet to resolve this?

I appreciate you attaching your POV, however firmly believe it just backs up my opinion. As you can see in the picture attached below, I am very clearly off the floor and moving by the time you use the "Alt+R" keybind to place me into cuffs. I have never had a delay when using "Alt+R" in about 6 months of having a police character, so I find it hard to imagine that you've experienced a delay.

I don't wish to liaise with you over this as this is a strongly believe this is a clear rulebreak that has massively reduced possible RP at multiple points throughout a situation, and I think it could've been much more fun for all parties involved otherwise. I'll be leaving it to staff to make a decision.

Sure thing, as previously said these clips won't have audio sadly. They have different lengths due to me using ShadowPlay, and it prevents me from overlapping clips and will just record from the end of the last clip.

So the escorting through the bars, I see that as somewhat an accident. It would be exploiting had he done it to put you in the cell but this never happened. The door was closed over and he escorted you then dropped you, then escorted the other fella by mistake.

The initial combat cuff could be seen as desync or he has seen you fell over when he reversed into you, hes got out the car and pressed Alt + R to cuff but by the time hes actually pressed the keys down. You've stood up and you're in cuffs, ideally he should've really uncuffed you to make it fair.

On the second instance of combat cuffing, you are seen to be walking out of the cells (despite the door being locked) and he walks behind you, and cuffs you. I am sure that its discussed in your initial training and/or the Police Handbook as to when you are allowed to Cuff Players.

With the above being said, the following action will be taken:
