Please (in detail) describe the incident: I was in the cells with some colleagues who were dealing with a PIC, they explained to me he was attempting to break out the cell by throwing himself at it repeatedly and had already requested staff assistance OOC. Whilst we were there he had did this so many times that he had downed himself. I told him that after the storm had passed we would get some paramedics to come look at his injures where he said ''If I wait another 9 minutes I will be able to respawn'' to which I responded confused and told him OOC to not break character where he responded in character to the OOC messages saying ''I'm not breaking character'' among other things.

Not really? This is all he said that in my opinion broke character and therefore was all I clipped

No problem, It was to see if there was additional evidence of more rule breaks as you mentioned they did try and exploit out of the cell, However since there is no evidence of this we will move on with the report. 

Overall it's a very clear cut report of breaking character multiple times by mentioning they can respawn to get out of the situation, About restart then mentioned your own ooc message, Due to this the player in question 'ID; 280' will be receiving a 1 day ban following the FBS system for G2.3.
