Please (in detail) describe the incident: I was riding around on my bike UC and out of no where I get rammed by a car, which sends me flying off my bike, nearly killing me. They then drove off. I then found the same vehicle and did a ID check, which came back as 220 as driver and 224 as passenger (https://i.gyazo.com/396828fc88b99b0ed065b74cfec53740.jpg). I attempted to reach out in OOC and I got the reply of "Shush" from 224 -> https://gyazo.com/8a9bb66a8774f35d945d9f442955db15

I've attached a 5 min clip to show no prior RP and none after.

Thank you for the report,

Upon reviewing the footage, I'm inclined to disagree with the brief situation being RVDM. The situation is, as you put it in OOC, a hit-and-run; that is a roleplay issue; there's nothing to prove the collision was intentional or accidental - the driver might not have been paying attention, had game issues, etc. If they had returned and run you over again to 'finish off the job', then yes, it would be clear-cut RVDM as the intent is obvious. This looks like a hit-and-run. There is an argument that the attitude displayed in OOC suggests their intent, but it's a weak argument and not one I'd be willing to consider in this context.
