Please (in detail) describe the incident: It started with a traffic stop, before i even said anything they started getting hostile and calling us idiots for stopping them, they continued with the same attitude until i let them go.
Julie came back into the game after her game crashed and we saw them pull up to us on the wrong side of the road so we initiate another traffic stop, ended up having to get them out of the car and arrest them. ID 192 told Julie that she would find "Pornographic images of children" and said the same thing to me later when i went to search him. ID 199 told Julie to search him to find a weapon "to stroke" it.
In the cells, they continued to think that phonographic images of children is a funny joke and that they can say it and say what they want anywhere they want. Server crashes and we come back, Julie comes back before i did and apparently ID 199 ragdolls out of the station, later during processing ID 192 he asked me to call a number to tell them where they are (one of their rights in custody) and he somehow memorizes the number without using the phone, i call it and "Ivar's ghost" answers which is ID 199, and gives us a ghost of a dead guy RP to accuse Julie of murder, So he got himself out of the station somehow and out of cuffs and got a phone to do that, while 192 got his number probably from discord. During the prison transport of ID 192, he says "server is about to restart", clearly showing they are trolling, dont think they are new new because they have priors. For about a total of 1.5-2 hours they've shown shit RP and toxicity. I'll let Julie (SweetPanda) tell her perspective

Yes with this whole situation i feel that rules have been broken. While i searched i got told from ID192 that he had child porn magazines in his pockets. I froze and couldnt rp it and having short term memory issue ooc as well as in rp all the previous rp i forgot about as i was in shock about his comments and didnt know what to do and to make it worse while in pd id199 had ragdolled i tried putting him in cuffs to place him back in the cell which before the storm was locked later on while still ragdolling ID199 disappeared while in custody and later appeared on a call as a ghost implying  PC Julie Johnson murdered him.

No problem, I'll go ahead and move forward with the report. First off thank you for taking the time to make a player report @iSky0

Upon looking over the two videos there is a bit that happens but there are multiple rules listed for the report. I'll start with @LilPandavideo. 

Going over the situation within vespucci police station upon coming back in both players we're rag dolled on the floor, Not seeing to much wrong with this. There we're claims to "How did you get out of a locked cell" ect however there isn't any evidence showing that the player in this clip was ever in a cell to begin with so there isn't much I can go off here as within this clip neither player reported broke any rule. 

The one on the floor "I assume is 199" did say he was going to report this, Referring to the RP situation that he was assaulted in his words within RP so this would be seen more making a complaint at MRPS over threatening to report as they also reference the bodycam of the officer that will be saved and provided should the complaint be made. 

In this video from @LilPandaloading back in nothing was said before cuffs we're put on. It took for both players to say something before Julie said anything. Moving forward in the video you do hear the ragdoll animation multiple times being referenced, I would suggest moving forward to leave in game mechanics out of the roleplay as the other player in the cell even asked "What's ragdoll" Ignoring the fact that this is indeed a game being played. What could of been said is "You've fell over" then followed up with a /me helps onto your feet ect. Roleplay is all about give and take, It's clear the player was attempting to extend the roleplay within this situation from the evidence provided and got little back in return for this. We will leave this here as a warning for yourself for this situation and how it was managed. 

In relation to the metagaming claims, For all we know in this situation as there is no evidence they do just remember the number, Or may have been arrested in the past so they knew to memorise a number. I won't assume either way since there is no evidence to support this claim. 

Moving onto the first video from @iSky0at the traffic stop. This is indeed unacceptable what the player was referencing and there would be no logical reason for this comment to even be mentioned.

With that being said from the evidence provided the only player who broke a rule was 192 during the traffic stop. 199 from the evidence provided didn't break any rules as it's only showing them roleplaying within the police station.
