Please (in detail) describe the incident: So me and a few mates had a conference inside the hospital with a guy as he was mates with someone we were after. this lead to him getting stabbed, once he was killed and knocked to the ground we were going to dump him somewhere and let him bleed out as he knew too much about the current situation and he would most likely be revived inside the hospital, so when we went to go and pick him up but he refused and on top of this he also was not acting injured after we stabbed him.
There was 3 of us requesting to carry him and he kept refusing the carry, he was saying he doesn't need to accept the pick up

Hello!

Let's get on with this report shall we.
As much as I can understand it being frustrating when a scenario does not go your way, the 'Accept Carry' feature is there for a reason. A player has the option to accept or refuse being carried, and this is the way it is intended to be.

With that being said, the only rule break I clearly see in the video above, is your friend 'ID 83', repeatedly calling the downed player by his session ID, 169. This is OOC information, and should not be used in-character, nor spoken in the way he is. For that, I'll issue him with a warning for rule G2.3 / G3.2 - Remaining in character at all times & not identifying players by their session ID. While it is not completely clear what your friend says at the very end of the video, it does sound like he is referring to a 'flight' in reference to the downed players session ID. I am assuming this is him referring to the player being banned. 

Let's make one thing clear however, any attempts to 'rule play', the mentioning of server rules, be it in clever 'RP wording' or not, is still not permitted. Role play with the people you come across at a higher standard, and I am certain you'll find your stay both more enjoyable and longer.
