Remove Hotwiring from Local Running Vehicles

Remove the requirement to hot-wire when stealing a vehicle from a local.
This would only be for vehicles that are in operation where the engine is already on & running.
TLDR; in my mind, it doesn't make sense for a crim to have to hot-wire a vehicle when the keys are already in the ignition.
I am unsure if this would effect vehicles which are parked and therefore would not be a possible change, however I will shout about this anyways.

PROS
-More realism in car-jackings
-Smoother crim/police chases
-Less waffle whilst crims are trying to hotwire an -already running- vehicle

CONS
-Dev work
-Less waffle
 
Both as a crim, and being In police watching that happen, I agree. Shouldn't be needed to hotwire an already running vehicle.

Would make much more fun if already running cars is just "jump in and go". +1
 
So, from what I know {depending what scripts and such this City uses of course, so may be different} you can change the state of locks in cars; this includes locales and civillians. I think it would be great to have locales running cars unlocked so no need to hotwire, locale locked cars {in carparks or on side of road} locked and same with civilian cars.
