Recyclable items

Brief Summary: The ability to smelt crafted items such as lockpicks, weapon parts, broken weapons etc back into their core components at the smeltery.

Detailed Suggestion: Making items such as spare guns parts , lockpicks, springs etc to be processed through the smeltery into 50% - 75% of the original cost of materials, obviously only metal objects would be able to be recycled.

The Pros:
- Accidentally crafted items now have a use.
- Ability to extend roleplay for people who enjoy panning.
- People wont have piles of unused weapon parts as they can turn them into materials and sell / reuse said materials.
- Gives more roleplay to the police as once they find out illegal items can be destroyed they can check the smeltery from time to time to catch people in the act. 

The Cons:
- Dev Work
- potentially more smeltery robberies 

Does this suggestion change balance on the server ?

Perhaps damaged weapons should be recyclable too, would make it so that they still hold value but are diminished and unusable as weapons.
