Put NE3 on the prison wall

As NE3 begins to grow into the city. A request of putting '#NE3' on the prison wall is highly requested.

If you have not heard of NE3:

NE3 is a gang which is up and coming terrorizing the city and its locals. The cops struggle to keep up and the Triyads and Vagos fear them. It grows at an exponential rate where people are starting to beg to join. It is known for its brutal behaviours all throughout the city
