Player run workshop

Hi! I had an idea regarding the customization of cars in the city. Because everyone usually goes to Bennies for their customizations i would love to see a change in it. I am thinking that is there was player run workshops around town it would be a better RP experience. Either that there is for example one workshop for bikes, one for cars and one for trucks. And that there is a owner to the place that runs it and makes the changes to the veichels. The owners could have people working for them and have diffrent ranks regarding their experience with cars and time within the workshop. So the player that wants to customize their car have to talk with the person in the workshop in order to get things fitted to the cars. And if there is no mechaic in the city there should be a workshop that you can use yourself. And if the community doesnt want the bike, car and truck shops for themselfs all the owned workshops could do the same customization aswell. This can also bring more RP to the city since mechanics can maybe start events like streetrace or win a free max customization.

A friend put in a business proposal for this many months ago, with a site identified and some concepts of what would be done at the garage. I'm not sure where it sat in a list or what the response was.

Further consideration that over time (perhaps 3 months?) cars slowly degrade until they're serviced meaning if you want peak performance for racing.

I think this is a great idea and would just like to add that it could be mixed with this suggestion:

Meaning that the garage would need to hire skilled mechanics to do the jobs on cars. 
Perhaps car upgrades aren't instant as well?
